The City of Toronto's Basement Flooding Protection Subsidy Program covers up to $3,400 for the installation of backwater valves and sump pumps in eligible Toronto homes.
What Does the Subsidy Cover?
- Backwater valve installation: up to $1,750
- Sump pump with battery backup: up to $1,750
- Combined maximum: $3,400 (or 80% of eligible costs)
Who Qualifies?
- Own a residential property in Toronto
- Have a combined sewer connection (most pre-1960 areas of Toronto)
- Haven't previously received this subsidy
- Use a licensed plumber — required by the City
How to Apply — We Handle Everything

- We determine if your home qualifies
- We install the backwater valve and/or sump pump
- We provide all required documentation (invoice, photos, permit)
- We submit the application to the City on your behalf
- City processes in 8–12 weeks
- You receive a cheque from the City
